A court on Thursday temporarily blocked President Donald Trump’s latest attempt to prevent foreign students from enrolling at Harvard, escalating the ongoing legal battle between the US government and the prestigious university

The White House issued a proclamation late Wednesday aiming to bar most new international students at Harvard from entering the United States, while warning that current foreign students risk losing their visas. The order claimed that “Harvard’s conduct has rendered it an unsuitable destination for foreign students and researchers.”

Harvard swiftly updated a federal court complaint, arguing that this was not the first attempt by the administration to cut the university off from its international students.

The university described the move as part of a “concerted and escalating campaign of retaliation” against Harvard for exercising its First Amendment rights by resisting government efforts to control its governance, curriculum, and the “ideology” of its faculty and students.

US District Judge Allison Burroughs ruled on Thursday that the government cannot enforce Trump’s proclamation, citing Harvard’s demonstration that without a temporary restraining order, it would face “immediate and irreparable injury before there is an opportunity to hear from all parties.”

Judge Burroughs had previously blocked an earlier Trump administration effort to bar international students from enrolling at Harvard.
