Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has approved the appointment of administrators for the 23 Local Government Areas across the state

This decision comes less than 24 hours after the Federal High Court in Port Harcourt reportedly restrained him from appointing such officials. The order was issued on Tuesday by Justice Adam Muhammed in suit No. FHC/PH/CS/46/2025, filed by PILEX Centre for Civic Education Initiative, led by Courage Msirimovu.
In addition to the LG appointments, Ibas also approved the reconstitution of boards for several agencies, commissions, and parastatals that were previously suspended.
The announcement was made in a statement released Wednesday morning by the Secretary to the State Government, Prof. Ibibia Worika, who confirmed that the appointments take immediate effect from Monday, April 7, 2025.
Among those appointed are Mr Okroiyobi Animete for Abua/Odual LGA, Mr Goodluck M Iheanacho for Ahoada East LGA, and Mr Promise Jacob for Ahoada West LGA. A full list of appointees was included in the announcement.
The statement read: “His Excellency, The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas CFR, has approved the appointments of administrators for the 23 Local Government Areas of Rivers State. He has also approved the reconstitution of some boards of agencies, commissions, and parastatals, earlier suspended. All appointments take effect from Monday, the 7th of April 2025.”
Last week, Ibas had suspended all heads of Ministries, Departments and Agencies (MDAs) in the state. In a separate move, he also cancelled all ongoing procurement and tender processes carried out by MDAs.
The cancellation, according to a previous statement by the SSG, followed a Supreme Court judgment and the absence of an appropriation law during the period in question. All affected MDAs were directed to refund any fees collected for such tender processes to the respective contractors.
