The Department of State Services (DSS) and the Nigerian Police Force have arrested 20 individuals in Abuja for allegedly hacking the 2025 Unified Tertiary Matriculation Examination (UTME) results

Authorities say the suspects are part of a sophisticated syndicate of over 100 members that has been infiltrating the computer servers of major examination bodies, including the Joint Admissions and Matriculation Board (JAMB) and the National Examinations Council (NECO).
According to security sources, the syndicate installed malware on the systems of targeted exam bodies and deployed routers near selected Computer-Based Test (CBT) centers to override JAMB’s platforms. This allowed them to provide candidates with preloaded answers during the exam. Candidates allegedly paid between ₦700,000 and ₦2 million for these inflated results.
JAMB officials noted that the hacking operation caused a mismatch between candidates’ responses and actual exam questions, contributing to widespread failure in this year’s UTME.
Investigations also revealed that some members of the syndicate operate private schools and so-called “special centers” known for aiding exam malpractice. They are reportedly opposed to the full implementation of CBT for WAEC and NECO over fears that it would dismantle their illicit operations.
The DSS said it had been tracking the group for months and that more arrests are expected as investigations continue.
