The exercise will begin at the Local Government Area (LGA) level before being extended to registration areas.

In a memo dated November 20, 2024, INEC Secretary Rose Oriaran-Anthony instructed Resident Electoral Commissioners to prepare for the exercise. The memo outlined several key areas for preparation, including the status of INEC’s Voter Enrolment Devices (IVED) and accessories, the availability of coloured and black/white heavy-duty printers, and CVR forms/materials.

The commission is also requesting the identification of staff to serve as voter registration officials and the preparation of data on uncollected Permanent Voters’ Cards (PVCs), which will be displayed during the exercise.

It’s worth noting that INEC had suspended the CVR exercise in July 2022 ahead of the 2023 general election but continued voter registration in states holding off-cycle elections.
