The Federal Capital Territory Administration (FCTA) led by Nyesom Wike has reportedly issued a ban on mobile phone use for staff of the Abuja Geographic Information Systems (AGIS) and the Department of Land Administration, specifically targeting officers on Salary Grade Level 14 and below

The directive, effective Wednesday, November 12, 2025, was communicated in an internal memo circulated to staff and signed by AGIS management.

Titled “Ban on Use of Mobile Phones Within the Office Premises for Officers on Salary Grade Level 14 and Below,” the memo states that affected employees are no longer allowed to bring mobile phones into the office.

“This is to inform all staff of AGIS and the Department of Land Administration that with effect from Wednesday, 12th November, 2025, there shall be a ban on the use of mobile phones within the office premises for all officers on Salary Grade Level (SGL) 14 and below,” the memo read in part.

“For the avoidance of doubt, affected staff are not permitted to enter the premises with their mobile phones henceforth. All concerned officers are hereby advised to comply strictly and be guided accordingly,” it added.

The order, signed simply as “Management,” has sparked mixed reactions among FCTA staff, with some describing it as “unusual” and “overly restrictive.”

While no official reason has been provided for the policy, the directive comes just a day after FCT Minister Nyesom Wike was involved in a public confrontation with a naval officer over disputed land.

As of now, neither AGIS nor the FCTA has released an official statement clarifying the new policy.
