Serbia’s penalty appeal was waved away, and England’s substitutes, including Jarrod Bowen, almost made an impact.
Harry Kane’s header was superbly saved by Predrag Rajkovic, and Jordan Pickford denied Dusan Vlahovic’s effort.
England held on for a crucial win, topping Group C ahead of the Slovenia-Denmark draw.
To progress deep in the tournament, England must maintain their first-half form and avoid the nervy displays seen in the second half.
