The US State Department has stopped disbursing funds from the President’s Emergency Plan for AIDS Relief (PEPFAR), a program designed to provide HIV treatment across Africa and other developing regions, for at least 90 days.

This action stems from President Trump’s executive order on foreign aid, signed on his first day in office, which directed all government agencies overseeing foreign development assistance programs to halt the disbursement of funds. Consequently, nearly all US global health funding was immediately suspended.

According to NPR, PEPFAR operations may remain suspended for three months unless an exemption is granted. With an annual budget of $6.5 billion, PEPFAR provides HIV/AIDS treatment to over 20.6 million people, helping save lives and curb the virus’s spread. Since its inception, the program is estimated to have saved 26 million lives.

Commenting on the decision, the US State Department stated, “The United States is no longer going to blindly dole out money with no return for the American people.”

Public health experts, however, are concerned that the new administration might terminate the program entirely. Others are optimistic that Marco Rubio’s potential appointment as Secretary of State could bring favorable changes, given his prior support for PEPFAR.

Nigeria, one of the countries with the highest global HIV burden, heavily relies on PEPFAR for life-saving medications and healthcare infrastructure. Over two million Nigerians living with HIV benefit from the program, which has contributed more than $6 billion to the nation’s HIV/AIDS response over the years.

The suspension or potential termination of PEPFAR poses a significant threat to Nigeria’s efforts to control the spread of HIV and provide essential treatment to those in need.
