NCAA orders Airlines to blacklist unruly passengers

The Nigeria Civil Aviation Authority (NCAA) has directed domestic airlines to blacklist unruly passengers as a deterrent, warning that disruptive behavior will no longer be tolerated

The announcement was made on Wednesday by NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, in a statement following a meeting with airline operators.

“The Nigeria Civil Aviation Authority has advised airlines to blacklist unruly passengers to serve as a deterrent to others,” Achimugu stated.

He addressed a range of regulatory issues, including passenger misconduct, compensation and refund delays, RFID bag tag introduction, flight monitoring technology, enforcement of phone switch-off instructions, protection of cabin crew, and overall improvements to passenger experience.

Airlines present at the meeting included Arik, Ibom, Aero, United Nigeria, Green Africa, Max Air, Rano Air, ValueJet, Air Peace, and Overland.

Achimugu criticized airlines for failing to take decisive action against disruptive passengers despite repeated incidents.

“Passengers are obsessed with rights but not responsibilities. We will continue to educate to make sure this situation changes. We are also insisting that airlines retain their cabin and flight crews, but we must also protect their rights,” he said.

He stressed that paying for a ticket does not justify assaulting airline staff, urging passengers to channel grievances through the NCAA instead of resorting to violence.

“We are willing to support the airlines, but they must also do their duties to the customers who by the way pay high airfares and are deserving of world-class service,” he added.

The directive follows several high-profile incidents of unruly behavior, including an August case where Ibom Air banned a female passenger for allegedly slapping a crew member over phone usage, and another where Fuji musician K1 De Ultimate reportedly caused chaos on a domestic flight in Abuja after a dispute over a flagged flask.
