The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned a consultant oncologist at the National Hospital, Abuja, Professor Bello Abubakar, over allegations of issuing a false medical report to support former Kaduna State Governor Nasir El-Rufai’s bail application
According to the anti-graft agency, the four-count charge was filed on Friday, accusing the medical expert of deliberately preparing a misleading report to strengthen El-Rufai’s request for bail on medical grounds in an ongoing case before the Kaduna State High Court.

The disputed document, titled Medical Report and Expert Opinion for Urgent Medical Intervention and dated June 10, 2026, was allegedly presented before a Commissioner for Oaths in Kaduna State and later submitted to the court despite claims that its contents were false.
The ICPC alleged that Abubakar knowingly supplied false information to mislead a public officer, abused his office by issuing the report, conspired with one Aliyu Bala to produce information for a further affidavit backing El-Rufai’s bail application, and falsely presented the document as an official National Hospital report without the institution’s approval.
The commission said the alleged offences violate provisions of the Corrupt Practices and Other Related Offences Act, 2000, as well as the Penal Code.
