The Lagos State Government has defended the arrest of popular actress Sarah Martins by the Lagos State Environmental Sanitation Corps (LAGESC), stating that she was conducting activities on public infrastructure without authorization
The clarification came in a statement on Friday from Tokunbo Wahab, Commissioner for the Ministry of the Environment and Water Resources. Wahab said Martins’ claimed charitable cooking initiative violated state environmental and sanitation laws.

“The Lagos State Ministry of the Environment and Water Resources wishes to clarify an incident in the Admiralty area of Lekki Phase 1, where an individual was apprehended by LAGESC officials for engaging in unauthorised activities on public infrastructure,” the statement said. “The person involved claimed to be conducting charitable cooking on a road median, which contravenes existing regulations. While the government appreciates residents’ philanthropic efforts, such activities must comply with state laws to ensure public safety, environmental protection, and urban order.”
The commissioner emphasized Governor Babajide Sanwo-Olu’s commitment to maintaining a clean, sustainable, and orderly Lagos. Wahab noted that unauthorized use of public spaces, like road medians, can lead to health risks, traffic disruptions, and damage to infrastructure.
“Our enforcement actions, including the arrest and removal of equipment in this instance, are part of the #KeepLagosClean and #ZeroToleranceLagos campaigns, aimed at preserving the city’s functionality and appearance. Residents are encouraged to use designated spaces or obtain proper approvals for similar activities. Charitable organizations and individuals should partner with relevant agencies to ensure their initiatives comply with regulations,” the statement concluded.
